1. Kuala Lumpur : Reinstating Freehold via Court Order
In Kuala Lumpur, high-profile “conversions” are actually cases of reinstatement.
Decades ago, when master freehold land was subdivided, the land office issued leasehold individual titles, often due to administrative practices at the time.
If homeowners can legally prove that their original master title was freehold, they can obtain a court order to require the land office to reinstate their freehold status.
The Director of the Kuala Lumpur Land and Mines Office (PTGWPKL) had on 20 May 2026 clarified that the title reinstatements for Taman Segar, Cheras are strictly the result of court orders and legal merits, free from any political interference.

2. The Anomaly : Shang Villa, Kelana Jaya
Online records suggest that the Joint Management Body successfully secured freehold status by arguing surrounding land classifications and infrastructure conditions, making it one of the rare high-rise residences in its immediate vicinity to secure freehold status.
Because official public documentation on this specific case remains limited, it stands as an exceptional anomaly rather than a standard precedent for other strata developments.
3. State-Level Policies : Negeri Sembilan, Penang, and Melaka
Unlike Kuala Lumpur, states like Negeri Sembilan, Penang and Melaka permit conversions through executive state land policies, subject to strict conditions and premium payments.
In August 2022, Negeri Sembilan allowed eligible homeowners to apply for freehold conversions pursuant to a political election pledge. However, state land policies are always subject to executive review.
In light of recent political shifts and administrative updates in Negeri Sembilan, property owners are advised to monitor official announcements closely.
